ABITA SPRINGS, La. (WVUE) – The FBI has launched an investigation into allegations of embezzlement against Sacy Ludlow, the former finance director of Abita Springs.
Ludlow is accused of misappropriating tens of thousands of dollars from the town’s funds.
Mayor Dan Curtis believes Ludlow used her position to rack up tens of thousands of dollars in personal purchases on all five taxpayer-funded town credit cards, even one assigned to the mayor.
In less than two years, credit card statements show purchases of at least $7,500 on DoorDash for meals delivered to her house, nearly $1,700 on wine, $5,600 for a condo in Orange Beach, $26,000 at Amazon, $10,000 at Sam’s Club, $4,600 at Walmart, and another $4,000 at Target.
Fox 8 found a charge on Ludlow’s taxpayer-funded credit card at Eden Fantasys, an online sex toy shop.
A spokesperson for the St. Tammany Parish Sheriff’s Office confirms that the investigation into Ludlow’s purchases has been turned over to the FBI.
“This case is a bird’s nest on the ground. They can just walk and pick this up,” said Fox 8 Legal Analyst Joe Raspanti. “I mean, she’s basically confessed. It’s all right there. I think this is a slam dunk and it’s not going to be very hard to get a conviction here.”
Part of the reason Raspanti says the case appears easy is that Ludlow had many of the items delivered straight to her house; Christmas stockings, a doormat, and an end table ordered on one card; a $272 bifold door and installation kit from Wafair; a cabinet, trash can, and wood storage bench.
In January 2022, Ludlow spent $195 at Tuxedos to Geaux. Emails show Ludlow was shopping for her son for graduation and Endymion.
“This is going to be one of the more straightforward prosecutions they’re going to do if they have to prosecute it,” Raspanti continued. “I have a feeling that if she has any kind of sense, she’s going to enter a plea because there’s really no way to defend this case, based upon the evidence that is already in the possession of law enforcement.”

A second town employee, Ricky Young, may have also made personal charges on town credit cards. Documents show Ludlow was the one who terminated Young’s employment, days before the mayor terminated Ludlow.
Mayor Curtis says when he confronted Ludlow, she admitted her guilt, which Raspanti says could help the FBI’s case.
“She just said, you know, ‘I was purchasing things for home with the town credit cards.’ I said, well okay so for how much? And she said $50,000,” Mayor Curtis told Fox 8. “Another gut punch. I was like, holy mackerel.”
“That’s admissible evidence,” Raspanti explained. “It’s technically hearsay, but it’s one of the exceptions to the hearsay rule. It’s called a statement against interest and she is surely making a statement against her own interest in admitting to the crime.”
In total, Ludlow spent more than $100,000 over two years on her town credit card, a card the mayor says he didn’t even know she had. Federal investigators will determine how many of those purchases were not to the benefit of the taxpayers.
Ludlow’s attorney, Roy Burns, did not respond to a request for comment. Previously, he said his client was cooperating with all investigations and denied any wrongdoing.
Abita Springs Mayor Dan Curtis told Fox 8 “I’m glad to hear that federal authorities have joined this investigation. While we continue to put safeguards in place to protect the taxpayers’ money from future misuse, it is still vitally important – for a variety of reasons – that the investigation is as thorough and complete as possible. Adding federal resources to what local agencies have already accomplished will surely strengthen the investigation and, hopefully, lead to a resolution soon. In the meantime, we must have faith in the criminal justice system and continue our efforts to recover stolen funds.”
